  • TRANSPORTATION PLANNER I - Transportation Planning

Job Description

Since 1974, NCTCOG has served as the Metropolitan Planning Organization for transportation in the Dallas-Fort Worth Metropolitan Area and is responsible for developing transportation plans and programs that address the complex needs of the rapidly growing area.  The planning area for transportation includes the 12 counties of Collin, Dallas, Denton, Ellis, Hood, Hunt, Johnson, Kaufman, Parker, Rockwall, Tarrant, and Wise.

The Transportation Department of the North Central Texas Council of Governments is seeking a Transportation Planner to provide assistance in preparing and analyzing various transportation planning activities including the preparation of travel forecasts, collection and analysis of transportation performance and travel behavior data, and development of appropriate alternatives.  Applicants wishing to be considered for this position should apply online.  To be considered for any other NCTCOG position that may currently be open, applicants need to apply online separately for those postings at North Central Texas Council of Governments.  All submittals should include a cover letter summarizing work experience, as well as a current resume.

Responsibilities may include, but are not limited to, the following:

  • Assisting with development of computer-based travel demand forecasts
  • Assisting in the interpretation and analysis of travel demand forecast results
  • Performing computer coding of roadway and transit networks for use in travel demand modeling
  • Conducting research and analysis regarding topics such as traffic flow, roadway/transit capacity, environmental justice, and cost-benefit ratios
  • Preparing and analyzing maps utilizing Geographic Information Systems (GIS)
  • Assisting in the evaluation and recommendation of alternatives
  • Drafting presentations
  • Assisting manager with work scope development and oversight on consultant projects
  • Providing customer service to partners and stakeholders
  • Monitoring federal and state rulemaking and legislation

Required Skills

  • Theoretical or working knowledge of travel demand forecasting process
  • Strong oral and written communication skills
  • Ability to operate Windows-based computer programs such as Word, Outlook, PowerPoint, Excel, and Access
  • Strong critical-thinking and problem-solving skills
  • Good interpersonal skills
  • Detail oriented, highly organized, and the ability to multi-task
  • Ability to work independently and in a team environment

Required Experience

  • Bachelor’s degree in analytical, quantitative methods such as engineering, planning, or mathematics
  • One year of related experience or less

Salary: Minimum of $39,324.00 annually

  • DIRECTOR OF FINANCE: Brazos Valley Council of Governments

Responsible for overseeing the operations of the Finance Department. Exercises authority to assure an adequate financial system is maintained to meet the requirements of all funding agencies as well as providing adequate reporting for the funding agencies, Executive Director, the Council staff and Council Board of Directors. Supervises accounting activities of finance staff for all programs; develops council purchasing policies and procedures; responsible for management of annual audit and all monitoring reports and prepares annual budget and cost allocation plan. Maintains direct communication with the Executive Director of activities occurring within the Finance Department. Required to possess certification as a CPA. Masters degree or undergraduate degree in business administration, accounting or finance accepted if Working to attain CPA. Knowledge of financial administration and fiscal accounting, governmental accounting, budget control methods, policies and procedures and laws and regulations pertaining to financial operations. Must be dependable, mature and able to maintain effective working relationships with staff, local, state and federal officials and the public sector.

Salary Range: $31.25 - $39.58 DOQ

  • 911 OPERATIONS SPECIALIST - PUBLIC EDUCATION
Job Description

Does providing children, teens, adults and the elderly education on when to call, how to call, and what to say when dialing 9-1-1 sound exciting to you?  Do you have a natural talent for planning events, developing media campaigns and working with social media, surveys and updating web pages?  Do you have the ability to plan public education, training, meetings, and other outreach events?  Do you excel at writing articles, newsletters and press releases?  Then the Regional 9-1-1 Program department at the North Central Texas Council of Governments (NCTCOG) has an opportunity for you.

Passage of HB 911 in 1987 requested Texas' regional planning councils (COGs) to undertake 9-1-1 planning and implementation activities in behalf of their local governments. After two years of planning, coordinating system design, and general preparation, implementation of Enhanced 9-1-1 was completed in January 1992.  In total, thirteen countywide and five municipal systems, which include 43 Public Safety Answering Points (PSAPs), were turned up during the period June 1991 through January 1992. These systems include:  Collin County (excluding Cities of Plano and Wylie), Dallas County (Cities of Balch Springs, Cockrell Hill, Sachse, Seagoville, and Wilmer), Erath County, Ellis County (excluding City of Ennis), Hood County, Hunt County, Johnson County, Kaufman County, Navarro County, Palo Pinto County, Parker County, Rockwall County, Somervell County, and Wise County.

The overall purpose of the 9-1-1 Operations Team is to facilitate quality communications and maintaining accurate operations of Public Safety Answering Point (PSAP) services.  This is accomplished by serving as the liaison between NCTCOG and PSAP’s: coordinating routing and testing with service providers; contract management; providing one-on-one training at the PSAP for telecommunicator and administrative equipment operations; quality assurance of equipment and Inter Local Agreement (ILA); oversee and manage mandatory training requirements for TDD/TTY; serve as liaison between NCTCOG and telephone service providers.  Other duties include assisting personnel for the operations team, public education, training, and technical team members.

  • CHIEF FINANCIAL OFFICER (AACOG)

Duties include performing highly advanced policy administration and managerial work for fiscal operations which may involve coordination with multiple departments; Working closely with the deputy executive director and/or executive director on the day-to-day operations of the agency with a focus financial issues. Developing long-range budgets and fiscal policies for the agency and makes adjustments for changes in programs and priorities in consultation with executive management; Developing and evaluating policies and procedures; preparing concise reports, making presentations and testifying at hearings. Responsible for overseeing and managing the accounting, investment disbursement, financial, and budget reporting functions of AACOG. Work involves specialized knowledge of federal, state, and local government, strategic planning, agency programs involving multiple departments, and agency administration. Must be able to communicate effectively; and to plan, assign, and/or supervise the work of others. Prefer a master’s degree in Accounting, Finance, or a related field, plus at five (5) years or more preferred in an executive position. Certified Public Accountant required.
